By the late 1970s, more specialized organizations such as the National Oceanic and Atmospheric Administration (NOAA), the U.S. Navy, and various research institutions like Woods Hole Oceanographic Institution and the Scripps Institution of Oceanography took the lead in exploring and studying the oceans. But they never go as deep as NASA did. NASA focused on space, and other agencies took over the ocean-related responsibilities, but people say they never explored with the energy as NASA did.
