Subsidized prices also create problems like smuggling—people buy cheap fuel and sell it in other countries where prices are higher. This can cause shortages at home. Even though Venezuelans pay almost nothing for fuel, the government still struggles to maintain oil production. Many of the refineries and oil facilities are old and poorly maintained. Production has dropped over time, and international sanctions have made it even harder. In short, while Venezuelans enjoy the world’s cheapest fuel thanks to subsidies and oil wealth, the system brings significant costs.
