The ban helped cut pollution but also reduced the supply of waste. Now, some waste-to-energy plants are struggling to find fuel. In some areas, there just isn’t enough local garbage. Because of this, there are reports that some places are again looking to buy trash from outside China. This has raised questions. On the one hand, the country wanted to stop being the world’s dumping ground. On the other hand, the new energy plants need steady waste to work properly. To balance things, China is also considering new rules. These would allow certain kinds of recycled materials—like metal scraps or battery waste—to be imported, while still keeping the ban on dirty household garbage.
