Another reason is the lack of consequences. Smaller countries are often punished for violating international law, but powerful nations usually are not. This creates a double standard where rules exist on paper but are not applied equally in practice. In simple terms, forced military intervention is banned under UN laws to prevent chaos and war, but it still happens because power often matters more than rules in global politics. International law tries to control behavior, but it cannot fully stop countries from using force when they believe the stakes are high enough.
