It pairs them with Cincinnati, Dayton and Columbus in Ohio, where similar products are manufactured. Washington alleges that some Chinese goods may be routed through countries including India, subjected to limited processing or relabelling and then exported to America under a different declared origin to avoid higher tariffs on Chinese products. However, the report does not identify a particular Indian exporter, cite a confirmed illegal shipment from these locations or prove that their manufacturers violated American customs rules. India’s inclusion in the highest-scale category reflects its large industrial base and trade connections with both China and the United States—not a legal finding against the country. Tamil Nadu Industries Minister T.R.B. Rajaa criticised the expression as offensive and defended Chennai and Coimbatore’s long-established engineering industries. Trade specialists have also questioned whether the report adequately distinguishes genuine Indian manufacturing using imported components from simple transshipment intended to avoid tariffs.
