Such debris-heavy flows can destroy reinforced buildings and carry large objects over long distances. A capsule might protect some people from drowning or smaller impacts, particularly where residents receive a warning but lack time to reach higher ground. Its effectiveness would depend on structural testing, accessibility, occupant training, capacity and whether it could withstand repeated collisions, burial or puncture. Cost and placement would also be major challenges in remote Himalayan communities. Capsules cannot replace evacuation routes, hazard mapping, sirens or upstream monitoring. Nepal reportedly issued about 600,000 warning messages shortly after learning that the flood had entered from Tibet, helping many residents evacuate. Disaster specialists argue that the stronger immediate priority is connecting reliable warnings with rehearsed movement to higher ground.
