Rashmi Arora, a widow, said her family had placed jewellery in a locker at SBI’s Swaroop Nagar branch. According to reports, difficulties emerged after changes connected with a bank merger, when officials allegedly told her that records did not show an active locker in her name despite locker charges continuing to be deducted. After the locker was eventually located and opened, Arora allegedly found its containers empty. Police registered an FIR against the branch manager and unidentified employees. Investigators are examining locker documents, access records, CCTV availability and the circumstances surrounding the branch transition. The reported loss and any responsibility of bank employees have not yet been established by the investigation. A PTI report published by ThePrint summarised the allegation as: “A woman has alleged that jewellery worth Rs 50 lakh was missing from her bank locker. The incident has also highlighted the RBI’s locker-liability rules. When loss results from fire, theft, burglary, robbery, building collapse or employee fraud attributable to the bank, its regulatory liability is limited to 100 times the prevailing annual locker rent — not 100 times the monthly rent and not automatically the market value of the contents. For example, an annual rent of ₹3,000 would produce regulatory compensation of ₹3 lakh, even if the claimed jewellery was worth considerably more. Bank liability is not automatic; the relevant event, negligence or employee fraud must first be established. Banks are generally not liable for natural disasters or losses caused solely by customer negligence. Although several locker-loss allegations have received publicity, currently available reporting does not establish a nationwide statistical increase in bank-locker thefts.
