Why Tractors and Trailers Have Separate Number Plates in India A tractor and its trailer may travel as one unit, but Indian law treats them as two separately identifiable vehicles. The tractor is the powered vehicle, with its own engine, chassis, registration certificate and number. The trailer has no engine, but it has a separate chassis and can be detached, sold or connected to another tractor. It therefore receives its own registration certificate and registration mark. Section 61 of the Motor Vehicles Act, 1988 explicitly applies vehicle-registration provisions to trailers. It also creates an unusual display requirement: The trailer’s registration mark must be displayed on the side of the tractor pulling it. The tractor’s registration mark must be displayed on the attached trailer—or on the last trailer if several are connected. This is why people may notice two different numbers on a tractor–trailer combination. One identifies the tractor, while the other identifies the trailer. Sometimes the plate at the rear of the trailer repeats the tractor’s number so enforcement cameras and police can identify the pulling vehicle even though the trailer blocks its rear plate. Separate registration is useful because trailers may have different owners, load capacities, axle specifications and insurance or taxation records. If a trailer causes an accident, is overloaded or is stolen, authorities can trace the exact unit rather than only the tractor pulling it. Rules concerning tax, permits and fitness certificates can vary depending on the state and whether the combination is used exclusively for agriculture or commercially for carrying goods. A tractor registered for agricultural use may face penalties if used for unauthorised commercial transport.
