Supporters say Muslim women can face overlapping economic, educational and social disadvantages, making targeted assistance necessary to prevent dropouts and improve participation in higher education. Some Hindu social-media users and political commentators have questioned why comparable tuition support was not announced for financially disadvantaged women from every religious community. Critics have described the policy as selective welfare or political appeasement. However, it would be inaccurate to claim that “Hindus” collectively oppose the programme. Online reactions do not represent an entire religious community. India’s constitutional framework permits governments to introduce targeted welfare measures for women and socially or educationally disadvantaged groups. Whether the precise eligibility rules are legally vulnerable would depend on the final government order, its stated objectives and supporting data.
