Reconstruction is expected to cost several billion dollars after the floods destroyed settlements, roads, bridges and hydropower infrastructure. Scientists warn that global warming can increase Himalayan glacial instability, although attributing one individual disaster to the emissions of a particular country is scientifically and legally complex. India has historically argued that climate responsibility must consider cumulative emissions, per-capita pollution and different levels of development. Western industrialised countries account for a much larger proportion of historical carbon emissions, while India’s per-capita emissions remain comparatively low. Despite the compensation debate, Indian rescue and technical teams have participated in Nepal’s disaster response.
