Supporters said presenting an organised capital is part of diplomatic hospitality and does not necessarily mean the government is denying that poorer neighbourhoods exist. Delhi underwent a large beautification and civic-preparedness drive before the summit at Bharat Mandapam. Authorities improved sanitation, repaired streets, placed decorative lighting and summit signage, landscaped roundabouts and installed thousands of plants. Security arrangements and traffic controls were also strengthened along routes connecting the airport, hotels and meeting venue. Temporary visual barriers may additionally be used to control unauthorised access, reduce roadside activity or improve security around VVIP movements. Nevertheless, authorities did not publicly establish that every screen seen near a settlement had been installed solely for security. The controversy therefore concerns both presentation and dignity. Preparing Delhi to welcome foreign leaders is a normal administrative responsibility. But residents should not be displaced, denied access or treated as an embarrassment during the process. A successful international event can justify temporary cleaning and screening measures, while lasting urban development requires safe housing and essential services after the visiting delegations have departed.
