Description: Banks and Indian Railways recorded the highest numbers of corruption complaints in figures reported in the Central Vigilance Commission’s Annual Report 2025. The findings put public accountability, complaint handling and transparency in government organisations in the spotlight. According to reporting on the CVC annual report, Chief Vigilance Officers received 70,584 complaints across government departments and organisations during 2025. Banks accounted for the largest number, with 9,933 complaints, followed by Railways with 9,381. Together, the two categories represented more than a quarter of the total. By December 31, 2025, authorities had disposed of 64,905 complaints, while 5,679 remained under process. Of those pending complaints, 2,002 had been awaiting disposal for more than three months. In banking, 9,520 complaints were disposed of and 413 remained pending. For Railways, the corresponding figures were 8,754 disposed of and 627 pending. These numbers describe the handling of complaints; disposal alone does not tell us whether an allegation was substantiated or whether anyone was punished. There is also an essential distinction behind the headlines: receiving more complaints does not automatically establish that a sector has the highest rate of corruption. Complaint totals alone do not account for differences in workforce size, public interactions or reporting practices. Each allegation requires examination before conclusions can be drawn. For Indian citizens, the public-interest questions concern what happens after a complaint is submitted. How quickly is it examined? What action follows when wrongdoing is established? Are recurring problems addressed through changes in procedures and oversight?
